0001459: Remove 'chase customer' feature
The 'chase' was never used and we're not sure of it's status. Propose removing it.

Hmm maybe we did. My memory of that evening discussion is hazy due to to the lovely but rather strong Belgian beer we drunk. I'm fine for us to keep it if somebody can find it useful and it works. Right now nobody knows what it is or how to use it. Fixing that could be easy though.

Starting to look at reworking the holding queue, I could really do with knowing what this feature does and how it works or there's a risk I'll break it.

Auto chase runs via cron if an incident hasn't been updated (other than a system update) in the last X minutes as defined by $CONFIG['chase_email_minutes'] an email is sent to the incident contact.

If we've still not had any contact in $CONFIG['chase_phone_minutes'] then we mark the incident with an update of type 'auto_chase_phone' and this incident appears in the holding queue for someone to phone the customer

If we 've still not had an update in $CONFIG['chase_manager_minutes'] then we mark the incident with an update of type 'auto_chase_manager' and this incident appears in the holding queue for someone to phone the customers manager
