I don't think this is a bug necessarily because often it is desirable to send another feedback form, because after a call has reopened it can stay open for quite some time and feedback for that part of the incident can be just as useful as the original part.

I'm confirming this because it could be an optional thing (config var), I can see that some people wouldn't want this behaviour and would consider it to be a bug.
