Summary0001706: Setup stores max filesize config in config file
DescriptionFor some reason the 3.90 setup script stores the max file size in the config file, this has been set from the PHP.INI previously.

we use this file size on email and updates pages to show the max file size.

I think it makes sense we can set a size within SiT! incase you want to reduce the size of possible attachments from SiT, especially when in a hosted environment and you don't have the ability to change PHP settings
